Re: Outline Planning Application 26/00128/OUT – Proposed Development of 130 Dwellings at Canon’s Farm, Kingswood
This memo provides a summary of the current outline planning application (Ref: 26/00128/OUT) concerning the proposed development of up to 130 residential dwellings on land at Canon’s Farm, situated on the borders of Kingswood, Surrey.
The application has been submitted to Reigate and Banstead Borough Council and seeks outline consent for a substantial housing scheme that would materially affect the character, infrastructure, and environmental setting of the area.
Importantly, the proposed development is located on the very fields that currently act as a critical buffer between Kingswood and Burgh Heath. These open fields play a significant role in preventing coalescence between the two villages and in maintaining their distinct identities and semi-rural setting. Development of this land would fundamentally alter that separation and the established character of the area.
As you will be aware, the site lies on the edge of the existing settlement boundary and forms part of the semi-rural landscape that defines Kingswood’s setting. The proposed scale of development raises several strategic concerns, including but not limited to:
- Impact on local infrastructure capacity (roads, schools, healthcare provision)
- Traffic generation and highway safety implications
- Effects on landscape character and visual amenity
- Ecological and environmental considerations
- Risk of settlement coalescence between Kingswood and Burgh Heath
